The South Texas Higher Education Authority (STHEA) Strategic Plan for the years 2000 to
2004 is comprised of two broad goals, which developed from the Authority's long-range vision and mission statement.
The vision of the South Texas Higher Education Authority is to be the premiere authority for
lenders in our market as we increase access to higher education for post-secondary students
by helping them finance their educational dreams.
The mission of the South Texas Higher Education Authority is to provide equal opportunity
for higher education for students in our market, resulting in better-educated and more
prosperous citizens, and improved communities.
We will fulfill our mission by providing funding for student loans, and by working
with our partner to advocate for higher education in South Texas. We will provide the
highest quality, customized, innovative products and services for primary clientele—our students, families, educational institutions and lenders.

The STHEA Board, working with its partners, shall advocate higher education in South Texas.

STHEA will increase its market share of student loans.
The Board of Directors of the South Texas Higher Education Authority is comprised of eleven
members appointed by the governing body of the City of Edinburg, Texas, upon nomination by
the authority.
